About the St Lucia Golden Passport Program

 

Regulated by the St Lucia Citizenship by Investment Act No. 14 of 2015, the St Lucian economic citizenship program is internationally regarded for its rigorous due diligence checks and predictability of its second citizenship application process.

As one of the relative newcomers to the Caribbean CIP scene, the St Lucia program benefits from the experiences of the second citizenship programs of St Kitts, Grenada Antigua and Barbuda and the like.  In a process sense, therefore, the St Lucia Programme constitutes somewhat of a “best of breed” in the region.

The program has, however, not been as successful as a number of other competing programs.

 

Program Investment Options 2020

As of January 2020, the program offers 4 possible paths to acquiring golden citizenship:

1. PROPERTY INVESTMENT ROUTE: A purchase of government approved real estate worth a minimum of $300,000, can serve as the basis for a second citizenship application in St Lucia. The investment must be held for a minimum period of 5 years. While St Lucia is technically situated outside of the core hurricane belt, climate change is leading to more intense and unpredictable weather patterns.

Over the next few decades, it is possible that the area negatively impacted by hurricanes may expand in size. This is a factor to take into consideration prior to purchasing property anywhere near the hurricane belt; as is the cost of natural disaster related insurance costs over time.

2. GOVERNMENT DONATION ROUTE: A non-refundable donation of only $100,000 to the National Economic Fund of St Lucia serves can serve as the basis for applying for citizenship for a single applicant. Based solely on pricing, the St Lucia program is frequently favoured for single applicants seeking a second passport from Nigeria, Ghana or Kenya. For a married couple, the required contribution is only $165,000, while a $190,000 donation serves as the basis upon which a family of 4 can obtain St Lucian citizenship.

Additional family members can be added to the application at $25,000 each.

There are, however, more powerful passports to be obtained at similar price points if you’re applying as a family, but if you’re a singleton, the St Lucia program is well worth considering as one of the most affordable passport programmes in the Caribbean.

 3. ENTERPRISE INVESTMENT ROUTE: An investment of $3.5 million into an approved enterprise project, leading to the creation of no less than 3 permanent employment opportunities, can serve as the basis for an economic citizenship application in St Lucia. Given the availability of simpler, lower risk options, most applicants do not opt for the enterprise investment route to obtaining St Lucian citizenship.

 4. GOVERNMENT BOND INVESTMENT ROUTE: A $500,000 interest free investment in St Lucian Government Bonds can serve as the basis for a St Lucian citizenship application. The investment must be maintained for a minimum period of 5 years. Again, even at a projected opportunity cost of as little as 5% returns per annum, the NEF donation based route starts being a lot more compelling.

In addition to this, St Lucia and the EU signed a short stay waiver agreement in mid 2015, which means that St Lucia passport holders enjoy the ability to spend 90 days out of 180 days in the following countries, visa free: Austria, Belgium, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, France, Germany, Hong Kong, Greece, Hungary, Italy, Iceland, Malta, Norway, Portugal, Poland, Slovakia, Slovenia, Spain, Sweden, Switzerland, Holland and the UK, to name but a few key EU business destinations.

  1. FAMILY INCLUDED: Single children under the age of 26 are eligible to apply, as are dependent parents over the age of 65 years. Special needs dependents are eligible to apply as well, and the benefits of St Lucia citizenship is transferred to future generations as well.

The Application Process

As of January 2020, St Lucia’s Government regulations specify that all prospective investors must apply through an authorised agent or service provider, i.e. NOT directly via the St Lucia Citizenship By Investment Unit. A key benefit of the St Lucia CIP is that you’ll only be required to make the capital transfer once your application has been approved.

Below follows an outline of the application process, which is typically completed within 3 to 4 months:

STEP 1: Sign a client mandate agreement and pay 50% of your professional service fees, as well as the costs of due diligence, sundries and registration fees. After this, preliminary due diligence is conducted and your application materials start getting compiled.

STEP 2: Your consolidated application documents are checked, and your citizenship application is formally lodged.

STEP 3: The St Lucian Government’s Citizenship Unit typically processes applications within 60 days of submission. If approved, you will be issued with a Letter of Approval. At this point, the remaining donation or investment amount becomes due for payment.

STEP 4: You are required to make the full investment, or pay the full donation amount within 21 days of receiving the Letter of Approval.

STEP 5: The St Lucia Citizenship Unit verifies that the required investment or donation has been made, after which a certificate of naturalisation is issued swiftly. You will receive your St Lucia passports within 10 days thereafter.
